Mechanics
Semi-windup. Delivery on stiffer end with some herks and jerks. 3/4 slot with average arm speed. Hands start at belt. Glove stays close to body from separation to finish. Minimal lower-half engagement. Generally repeats delivery, though comes with occasional hops at finish.

Fastball 55 93-94 96 Rail straight action with flashes of above average life. Effective up in the zone and above. Maintains velo from stretch and deep into start.
Splitter 60 86-88   Shows plus straight tumble. Can work as a big-league put-away pitch, though is occasionally left up. Used early in counts as well.
Slider 50 84   Sat steadily at 84 MPH (135-136 KPH) during this look. Flashes late, plus 10-4 break but is inconsistent. Has the potential to be an effective third pitch.
Curveball 30 74-77   Loopy, slow hooker with inconsistent shape. Nothing more than a show-me.
Changeup 40 77-79   Fringy fade and tumble. Thrown sporadically during this look. Currently a better offering than the CV, but he seems to prefer the hooker to the cambio.
Overall

Despite the age, Chiang has a bit more projection left to put together his three average-or-plus pitches. He throws enough strikes, though the command lags behind control. Walked a hitter on four wide misses right after giving up a long ball. The command is unlikely to improve due to his mechanics, but could serve as a second-division back-end starter as soon as 2020. Even if the slider consistency doesn't come along, there's at least a fastball/splitter, 7th-inning reliever fallback.
